Hi guys, I’ve been trying to figure out a few FFL questions:
1. I currently own a .30/7.65 Luger, it’s not required in PA to have handguns registered, am I legal to own this gun? It’s been handed down to me from WW2. Can I carry it? (Not that I would, just curious. (I of course have my carry permit.)
2. What type of FFL license would I need to just buy a standard handgun or rifle online, like from gunsamerica.com or similar?
3. What type of license would I need to buy a full auto gun and/or convert a gun to full auto?
4. Different license for buying sound suppresors?
Thanks guys! I’m not really concerned about ever selling these items, only buying.

Question 1: Yes it is legal to own, yes you can carry it if you have a state permit.
2. If you are only purchasing firearms for your own use or collecting, then the only FFL available is a Type 03 Collector of Curios and Relics License. It allows you to purchase interstate firearms on the curios and relics list for your personal collection. A standard dealers license is a Type 01 FFL and is for Dealers only, it is not for buying guns for your personal collection. That is just a side benifit of having one, not its purpose
3. For personal use, you purchase an NFA weapon on a Form 4 and pay the $200 transfer tax. You cannot convert a firearm to full auto yourself legally, you can however make a silencer or convert a firearm to a Short Barrel Rifle, Short Barrel Shotgun, or AOW on a Form 1 with payment of the $200 tax. A dealers license for these items is a Type 01 FFL with an SOT (Special Occupational Tax) This is often incorrectly called a "Class 3" license. To make a full auto weapon (or convert a semi auto) you need a Type 07 Manufacturers License and an SOT. ATF and the Treasury Dept. have a term for obtaining an SOT just for enhancing your personal collection, that term is "tax evasion" and they do prosecute for it.
4. Same as question 3.

Everything above is correct. Some other things to consider.
First, BATF is extremely proud of the fact they have reduced the number of FFL dealers by 80% in the last ten years. Your chances of getting a FFL are good – keeping it is a totally different story.
Second, for restricted NFA firearms you will need the local chief of police or troopers to sign it. Depending on your state – this can be impossible.
Both BATF and the NFA web sites have extensive FAQ’s – you really need to read all of these. From your question – I don’t think you understand what you are getting into.
