You can of course get your C&R. You need to be 21 to do so. The problem is that you live in the Peoples Republic of Kalifornia. You can not have a gun shipped directly to you in your state, so the license becomes moot.
As to title three guns, California is not much harder than any other state. You jump through all the Federal nonsense to transfer the gun, and of course pay the inflated prices commanded by the supply / demand curve.
C&R license is not regulated by states it’s a federal firearms license. For a C&R license you need to contact BATFE for the paperwork. I’m not sure but I’d have to guess you’d need to be 21 to get a C&R license. Again a Class III license is a Federal Firearm license regulated by BATFE. While there has to be Class III dealers in California to sale to police agencies. There will be very little to no citizen sales in California for a Class III Dealer.
