To purchase, almost none. Go to any licensed firearms dealer, pay for it, undergo the criminal background check, go back and pick it up.
To get a CCW, lol, ‘fuhgeddabahtit". CCWs are issued on a discretionary basis by the Alameda County Sheriff. Unless you are a high-flier in the Democratic party, or a major Democratic Party contributor, you are not going to get one.
As of July this year, there were less than 200 valid CCW permits in Alameda County, with a population of over 1.5 million people, and ranked as the 4th most dangerous large city in America.
