In California the only way to get a CCW is to either be a reserve police officer or have political connections.
The way the law is written there is no requirement that a CCW ever be issued no matter how obvious and reasonable the need.
In fact – 40% of the people who applied for and were denied a CCW in the county of Los Angeles became the victim of a violent crime with the following two years.
