Yep it is legal. You don’t have to perform a background check on your relative. You can’t knowingly sell a felon a firearm though, obviously.
Check Arizona law 13-3108.
Pretty lengthily but it states Arizona will not abridge the right of individual except as stated in section c.
Transfer etc except to a minor, is open to each individual.
I would do a background check of whom I was transferring or selling the weapon to for my own safety and record it all for future references just in case the weapon was stolen.
