Is that true? If so, in which states do people NOT need to pass a background check to buy at a dealership? Or does other firearms legislation (1934 and 1968, et al) bypass this by making Federal Firearms licenses mandatory and, therefore, enabling back-door blanket background check requirements in all states? Such confusion. x_x
