It all depends on several things like, do you have a typical name (i.g John Smith) if you do your livescan/background results may be holding things up due to being mixed up with some with a similar name.
Do you have a criminal record? Even if you committed the crime or did time 20 years ago it will still hold things up.
Did you lie on your application? Some people lie about their criminal record and it ends up getting denied.
Do currently or have you ever had a restraining order, or are you wanted?
Do you have any unpaid traffic tickets? For example do you have an active failure to appear in on your current record?
Do you have an active guard card? You can’t get a firearms permit without an active guard card unless you submit both application together.
Did you pay all the fee which include the livescan fees and state fees? You were suppose to pay the livescan center $32.00 for the DOJ check, $19.00 for the FBI and $36.00 for the firearms qualifications check. ONLY LIVESCAN providers can collect these fees. Don’t forget to send an $80.00 check made out to the State for the application fee.
Did you provide a right and legible LIVESCAN ATI number? The State should have a livescan form with the ATI number at the very bottom which allows the state to get your record. This number is unique and required.
There are many more possible reasons, but the typical ones are criminal records even if they were dismissed or only misdemeanors, or forgetting to pay all the fees, and best of all lost in the mail. Call the National Security Enforcement Training Center or email them for more information or questions. http://www.nsetc.com
I suggest you call the Bureau of Security and Investigative Services (916) 322-4000 and ask them what the hold up is. It the only way to find. Unfortunately you’ll be on hold for a long time but they can only give you the right answer.
Best of luck!
