You dont need a FFL to get a tranquilizer gun,or any other gun for your own collection, some juristictions tho only vets and animal services police can possess a tranquilizer gun..and the tranquilizers for it are very very restricted,and regulated narcotics.so while the gun wouldnt be too tough to get the permit for,the loads would be a real bear. If you have any firearms questions call your nearest ATF center and ask,they are there to help and usually are quite cooperative tho you may end up putting your question in writting to get a complete and accuarate answer from them.
you need to show that you will be in the business of dealing in guns. you must also have a secure place to store guns, a safe in your home will do. You also must pass the ATF’s criminal background check.
