You don’t need a "license" to purchase a firearm, but you must pass a firearms safety test. To carry the gun, you must have a license. Each county and city is relegated that responsibility.
All you have to be is 21 but to carry it you have to have a concealed handgun license. To get a CHL you have to take a class and most gun ranges have them. Its usually like all day on a Saturday.
To purchase a firearm in CA, you must be 21. You go to a firearm dealer who gives you a written test. A passing score gives you a firearm purchaser’s card, meaning you are eligible to purchase firearms.
I think this is not required for the purchase of long guns.
