Okay, My brother is looking to buy a firearm from an KY resident, but he (my brother) resides in Ohio. What does he need to do for a private sale? Does he just walk into an FFL and ask them to do a transfer? If so, does he need to be in KY to do so or can he take it to an FFL in Ohio? If he goes to Kentucky, does he need any sort of proof that he is an Ohio resident?
I’ve bought all my firearms at gun shows from dealers, so I am totally lost on this one.
I wanted to note that this he is buying a long arm…(rifle) not a handgun.

There is no federal requirement for transfers of long guns. Under federal law, it is illegal to sell a handgun (private transfer) to a resident of another state. Kentucky has no restrictions on private transfers. I don’t know about Ohio, but since the transfer is taking place in Kentucky, it doesn’t matter what Ohio thinks of the transfer.
The pistol he wants will need to be sent to an FFL in his home state. He will then follow the typical Ohio procedures for transfer. He can buy a rifle in any state without having it shipped to his home state. Pistols MUST be transferred by an FFL when out of state purchases are done.
No problem with this one, i just did three myself. He needs to find a FFL dealer nearest him that will do the transfer. When he’s done this let the party he’s buying the gun from know he has a dealer.Give them his phone number and fax if he has one? They in turn get a copy of his FFL to verify he is a leagal dealer. And his address to where the gun will be shipped. All he does from here,your brother is put the payment in the mail and wait for the transfer. They should let him know when they received payment and the gun has shipped. From there just wait on the call from your FFL dealer that he has received the gun and ready for pick up. The fee is based on the weight of the package. Around 30 to 35 dollars. Make sure the guy he’s buying the gun from has or is an FFL dealer to. FFL to FFL dealer only.
It doesn’t matter who is a resident of what state. Long guns can be transferred to an individual from another individual. Also a resident of a surrounding state can go to another state and purchase a long gun.
