You need a FFL to purchase the serial numbered lower receiver. Under BATFE rules and regulations, this part is considered to be the actual firearm. All other parts can be purchased without a license.
To purchase the receiver just go to a local shop and get a signed copy of their FFL. send this along with full payment (including shipping) to the place you are purchasing it from. If it is legal to posses in your state they will ship it to the dealer there. They charge around $25.00 to do the paperwork and it’s yours.

If you buy a receiver yes, but its easy enough to have it shipped to a local gun store that has an FFL for that. Other than that, just about anyting can be shipped to your door.
To buy the lower receiver yes. Not the rest.
