The ATF considers the lower part of the AR-15 the "gun". The upper is just a component and can be legally bought and even mailed without an FFL.
The clue on any gun is where the serial number is. For instance, you can buy every single part for an AR-15 without going through an FFL, except for the "receiver", that is the part that holds the trigger mechanism and that is where the serial number is.

The upper can be sent to any mailbox in the USA, the lower must be transfered thru an FFL holder.
No problem at all. As far as the government is concerned, you are shipping a piece of aluminum alloy…. they only consider it a gun if there is a lower receiver…. you don’t need an FFL to receive a chunk of machined aluminum alloy.

No, you just need a FFL holder to receive it for you. Go to your local gun store or gunsmith and ask if they will receive a gun for you. The usual charge for doing it as around $25 but this can vary from one place to another.
