i have my foid car for firearms but i was wondering can i buy a AR 15 with my FOID card or do i need a special permit

FOID cards are only required to purchase firearms in IL, you may own firearms in IL without a FOID card.
A class 3 tax stamp (it’s not a permit) is only for FA firearms. Most ARs that regular people own are of the semi-auto variety and do not require a class 3 tax stamp.

you only need a class 3 permit to own full automatic weapons, i.e. you hold down the tigger and the gun continues to fire. you need a class 3 to own a suppressor, otherwise known as a silencer, which is a misnomer because it doesn’t silence the gun. ar 15 is a semi auto rifle. so no, you just need to be 18, and not be a felon. felons cant own weapons, neither can asshole wife beaters. what is a foid card?
There is no such thing as a class 3 permit. Uncle Sam handles all that. There is a tax stamp and a lot of paperwork, but no special license. It isn’t needed, as to get the tax stamp, you have to give them all your information and keep it up to date, ask your local chief law enforcement officer for permission, submit photographs and fingerprints, and eventually pay 200 bucks. It can take months to get one NFA regulated firearm or part, and if you want another one, you have to do it all over again, every time.
An AR-15 is not an NFA regulated firearm. An AR-15 is NOT an assault rifle. It is just like any other rifle.
That said, it will accept magazines that hold varied amounts of ammunition. You won’t really need to worry about that, as long as you buy locally or order through a gun store or at a show. They will make sure you get a variant of the rifle that includes a magazine that is legal in your state.
States that regulate magazines generally accept either a 5, 10, or 15 round limit. The rifle is still the same, you just have to use a smaller magazine. Most states that regulate these things stick to 10 rounds.
The AR-15, as well as many other rifles, can use 30 round magazines. Some companies make larger magazines, but they are largely for entertainment and collectible purposes, as they are unreliable and of dubious quality.
The class 3 confusion comes from class 3 dealers. That is where class 3 comes into play. There are several different FFLs available to dealers, class 3 is one of them. It is a type of dealership, and that is all. The firearms themselves are not class 3 firearms.
